This is the second of two episodes on cases concerning the question of the ability of government officials to block constituents on social media and whether that constitutes a violation of the citizen’s right to free speech.

This case centers around a city manager who blocked a constituent from a social media page that shared both city information as well as personal information of the city manager. Does the fact that it seems to be a mixture of postings change the threshold of government action or speech?
